The son of Elmer and Nellie (Raley) Smith, Paul was born in Frostburg, Maryland on February 25, 1953. He graduated from Beall High School in 1971, and attended Allegany Community College. Paul went on to have a successful career in the transportation industry where he engineered projects and was a construction inspector. In 1986 he moved his family to the Bay Hundred area of the Eastern Shore. It was there that he made his home until retirement. In his youth, Paul was known for his athleticism and his love of sports. Following his own playing days, he went on to coach his sons as well as many others in youth sports. This passion for sports and coaching was passed on to his sons and is a tradition which continues today. Later, he took up golf and enjoyed shooting pool in his free time. It was family though that was at the center of Paul's life. Starting with his sons and continuing on to his family Paul was the #1 Dad, Father-in-Law, Grandpa, Coach, Husband, fan, and friend.
